Borat is officially is banned not only in Kazahstan (which is out of question) but also in Russia. The movie was supposed to hit theatres nationwaide on October 30th but the Government didn't license the Russian release due to ethic issues.

Well there's one aspect. If it were a movie about Afghani or Zulus, it'd pass without problem. But why all of a sudden is an ethic issue raised? ("Racist movie blah...") The answer is that Kazahstan and Russia share the longest border line and the government thought it would be politically incorrect to offend officially its neighbour. There's no problem though to get a DVD copy at any corner store even before its theatrical release.
