They're question marks asking "Is this the best of New Order?" and "Is the rest of [last of] New Order?".
The answers are "not necessarily" and "thankfully not".
blue means the hetero side, or "masculine" side, or rock band side of New Order
pink means the gay side, or "feminine" side, or club side of New Order
it is all pretty obvious, isn't it
or you are reading too much into Saville's art games... pink is a natural opposite of blue
