Most people think it's the remixer that included some 3rd party vocals... but who really knows 
It was me when I was in London in 1992.
I was drunk and wearing a Low-life T-shirt.
I didn't know I was being recorded.

Assumed it was Barney - either from a different take/version of the song or timestreched/messed around with. Just a theory.
