Vocal Sample on Blue Monday 1988

Does anyone know where the vocal sample on Blue Monday 1988 is from?

It's the one that goes something like "Oh this is too much" "I'm sorry man, but this is the stupidest thing I've ever seen.."

I've heard it on other songs released around that time and was wondering what the full recording was from.

supposedly from a japanese anime cartoon from the 1980's called MACROSS (i.e. robotech in the usa)... not sure if it's factual, but it seems sort of like where it would be sampled from...
