I saw this movie yesterday. It is actually pretty good. It's a comedy set in Vancouver, and has lots of Vancouver "in" jokes. The city itself plays a prominent role. The screenplay is written by Douglas Coupland, a famous Vancouverite best known for writing the novel Generation X.
In an article about the movie, Coupland attributes the title to New Order, but unfortunately, the song does not appear in the movie, and there are no other references to New Order other than in the title.
I think the title is a reference to the fact that his friend and his parents wind up running Marijuana grow-ops to make money, or maybe how everyone seems to have a scam to make money, or maybe that Vancouver is a very green city...
