A 'hardcore' New Order fan would have all their albums and ALL the 12" singles and all the Joy Division singles and albums too ... and still be listening to them ;o)
They would also have a foppish fringe with short back and sides, eat sleep and drink in a long second-hand trenchcoat bought from Oxfam and stand against the walls in pubs or clubs gazing intently at their shoes.

I don't think you would need to be that extreme to be considered a hardcore, or at least, a serious, Joy Division fan.
By the way, in a Japanese music magazine about foreign rock and pop music, on their list of the best albums per decade, Joy Division's Closer was ranked the 7th best album of the 1980s. 
Although The Smiths' The Queen is Dead was ranked 1st, New Order's Power, Corruption, and Lies was ranked 11th or something like that for the 1980s list.

Was it actually a journalist who posted that though, or was it a blog comment from a member of the public? Looks that way to me. The only Guardian journo who mentions JD/NO is the legendary Dave Simpson, who many of you will know as one of the leadiing tape traders of the 80s and the source of most of our collections! If he doesn't know what he's talking about, not many do. He's definitely hardcore.

I have some albums on cassette tapes, and yet bought the CD, and yet, refuses to 'dispose' / trade / sell these cassette tape. In fact, I still play these New Order and Joy Division cassette tapes until now!:)

It's funny, because on first read this seems ridiculous...
BUT...
I've got all of Joy Division's albums.... and most of their singles all on vinyl... A few New Order 12" here and there too...
and I've got short back and sides with a huge Morrissey-ed fringe (not quite New Order, but close enough)
and I own a long trenchcoat which I wear A LOT
But I'm not quite old enough to go and drink in bars, so maybe I'm not hardcore?
