Best of Electronic missing some great songs?

Just wondering why Some Distant Memory & other great songs from the first album aren't on the best of. Surely Bernard & Johnny must think SDM is worthy of being on it coz it's superb, or is it the record company's decision about what songs go on the CD?

According to one interview, Marr mostly decided the tracklist. I would have liked to see "Dark Angel," "Time Can Tell" or "When She's Gone" on there instead of "Out of My League" and "Prodigal Son." I was never really into those songs.
