Wow, was so excited to download an Electronic song I've never heard before after all these years! Does anyone know what the origin of this song is? Was it a b-side and if so to what single?

Turning Point was the B-side to Second Nature in Britain and Europe. The "la la la" bits are cool.
It's somehow a Roland MC-303 demonstration track with various loop patterns taken directly from it.

It's from the Raise The Pressure sessions as has been noted.
Not really a standout... you can see why they kept it off the main album although it is a nice enough little drum machine experiment. It never really came across as a fully fledged song to me though...
