Still not seing any yellow light bulbs on the forum index page even when new threads are there.
Time on the forum index is not BST, but is OK as soon as I go to any of the forum pages themselves.

I was just going to post about this. I also get the 'no new replies' symbols on all forums, the only time it shows as a new reply is after I post, and only for that particular thread.
