What has happened here is that technicians working on the NOAA-N Prime spacecraft were blissfully unaware that workers from another project had "borrowed" the bolts holding the spacecraft to it's handling jig without telling them. Hence, when they went to move it from the vertical to horizontal position, $240 million worth of space harware simply slipped off the jig and crashed to the floor.
Don't know why I'm laughing, the instrument that I'm responsible for was fitted at the time...
