In order to assist other motorists in identifying potentially dangerous drivers, it's now compulsory for anyone with a lower than average driving ability to display a warning flag comprising of a red cross on a white background attached to the top of at least one door of their vehicle. For drivers of exceptionally low ability, additional flags are required.
This is effective immediately, after a successful trial period.

They ought to do this in Philly. I've been almost run over several times, either going or coming from school and going to work, by bad drivers, of cars or bus drivers who can't seem to see that part of their bus is on the sidewalk.
In a similar move being introduced by several local councils, families with a collective IQ of less then 50 are being encouraged to display a white sheet with a red cross on it on their house. Councillor Anne Pleb from the Chavelstown area of Leeds said: "These are some of the most vulnerable and stupid members of our society and we need their neighbours and friends to be extra vigilant at this time. We know these people have problems but by self-identification and help we hope accidental incidents of burglary, joy riding and street brawling may be cut down. The identification scheme is being trialed for a month, but may be rolled out if successful in 2 years time. _________________

you mean they don't do it in philly? they do it here in orlando, only the flags are different from the ones in england. don't know why. anyway, ours have white stars on a blue background in the upper left corner and the rest of the flag has alternating white and red stripes. usually thirteen of them.
the worse the driver, the larger the flag. sometimes they even have two.

But, the only kind of "flags" on Philly cars are yellow stickers for registration. Apparently, too many vehicles in the city (the suburbs don't count) are not registered, or, in other words, a good deal of them could be stolen vehicles.
ok, i seriously hope you're being facetious at this point.
especially considering the flags we 'display' on our cars were invented in philadelphia, after all!;)

This system is in place on the west coast as well. However, it isn't an indicator of a lack of driving ability per se; rather, the warning flag signals the substantively lower IQ of the driver in question (and thus, alerts others to the potential inadequacy of the driver's skills behind the wheel). The size and number of the warning flags displayed are inversely proportional to the driver's IQ. Thus, for example, a driver with an IQ slightly below the national average is required to display a small warning flag in a prominent location on the vehicle, while drivers with increasingly lower IQ's are required to display correspondingly larger, more prominently placed warning flags. The real mouth-breathers have one or more flags that nearly equal the size of the standard-issue jacked-up pickup. Interestingly, the required warning flags do not appear to significantly impair the ability of the targeted drivers to find and attract suitable mates. Indeed, the warning flags may serve as some sort of secondary sexual display, alerting potential mates from the mouth-breathing end of the gene pool to the absence of intellectual prowess behind the wheel.
true, true: but apparently there's a direct correlation between age and flags displayed above car doors. the older the driver, the more likely the car will have one or two flags standing erect. these flags are, i believe, standard issue on oldsmobiles.
Well, those older drivers are probably thankful to have something standing erect. But alas for GM, it is apparently still "your father's Oldsmobile."

positive. the tide is turning, blue. here in orlando we're building a new high school every three years to keep up with the growth!
sure we have retirement communities and the like, but florida's not as geriatric as it was in the '70s and '80s.
I had to re-read that last post, there...At first I thought it read "the tide is turning blue," which made me wonder if the blue tide was the result of hair blueing from hordes of octogenarians frolicking in the tide...
...but you say the geriatric crowd of the '70's and '80's just isn't there like it once was, which leads me to wonder: "where did they all go"?

i can't speak for other elderlies, but my grandparents, who lived just north of west palm beach in the late '70s/early '80s, are now resting comfortably in a bucolic location in mount washington cemetery on long island.
Am I the only one who got the joke?
