Depends what type of music you want to make, there are quite often suitable packages on the giveaway CDs on the front of computer magazines.
Been looking for something similar too, along the lines of Soundtracker/Protracker on the Amiga, if anyone remembers those. I don't like those programs with tons of riffs, loops, drum patterns etc., that you just stick together, I prefer to try to create something from scratch.

Trust me Shug, dont start off on Cubase you'll be forever if you arent familiar with this kinda stuff. Its incredibly complex and pretty useless without tonnes of VST plugins and so forth.
JT's suggestion about looking on the front of magazines is a lot more sensible, to start off with you want a simple pick up and play "drag and drop" package like Magix Music Maker, it or something similiar is bound to be on the cover of a music pc magazine :D
