Well, even if the artist is talentless as is clearly the case here, it does not diminish the value of the work, I think art is anything that causes you to think, to re-examine your relationship with the world. 20,000 naked people probably qualifies.

(some chav's bed coated in her rancid fanny-seepings is NOT, on any planet)

There was an HBO show about this guy a few years ago. Showing him traving the US trying to get pictures like this in every state or something along that line.
