according to wiki:

Typically the week when the networks pull all stops, and increase sensationalism to pump up ratings of already established shows.

Ahhh right, in the UK it's done via 2000 or so "thompson families", who have a set top monitor installed. However this system runs 24/7, uplinking data a couple of times a day via dialip modem.
