Attacking player knocks the ball past the keeper and is a sure fire certainty to go on and score, he runs off the pitch(between the goal and the edge of the 18 yard box) to get round the keeper. The keeper steps of the pitch into his path and illegally impedes his progress, thus denying him a clear scoring opportunity but the contact is all off the pitch. The ball is shepharded to safety by a defender.
What action do you take?
I'm sure Tim will be along shortly to let us know, but I'd say it doesn't matter that the two players are off the pitch. It's a foul and the keeper gets a Red and it's a penalty. A player can be booked or sent off before kick off or after the final whistle, or even while sitting on the bench so just because they have stepped over thw white line shouldn't matter.

surely the goalie can get a card for a foul, which might be classed as 'off the ball', but a penalty is not applicable cos its outside the box?.. I dunno.
Its a goal kick to the goalie from the 6 yd box. Both the forward & goalie are given yellow cards for leaving the field of play without first getting permission from the ref.
When the ball goes dead red card for the keeper - for deliberate impeeding a definite goalscoring chance (presuming that the ball was close enough to be considered to be playable by the players - if the ball is yards away it was no longer a goalscoring chance - then depends on the severity of the foul - probably still a red for serious foul play)
possible yellow for the forward for leaving the field (not to get too technical, but it kind of depends on how far over the line he was - wingers are never carded for stepping over the line if they are on a run, also the yellow card is normally reserved for ENTERING the field of play without permission, so may not be applicable here). Restart from wherever the ball went out of play (or if the ref stopped play with the ball in play, restart with a drop ball) there can be no penalty as the infringment was outside the penalty area
other than that i'm not sure - i gave up reffing 9 years ago - so i wouldnt be sure of any changes in the rules since then
