Requires Linux - although you can utilise similar commands in Windows (if you have the resource kit tools installed)... Task Manager, however, is easier! :)

Well, for a GUI version of Xkill, check Wixkill here (freeware) - although the version on that page is in French - there's probably an English version somewhere! :)
For command line, then you need to use a combination of:
tasklist (to obtain the PID - aka Process ID) taskkill /PID [processid]
I *think* they're available in a standard Windows XP install, but I could be wrong - they're certainly included on my work laptop.

Nice thing about XP is, the process may actually die on command unlike <=98
