Aye, Belfast are the same, Newport too. Not sure about Liverpool and Glasgow, Peterborough can go either way, and London are generally tightasses....but they cannot be blamed, they're just snowed under with walk-ins and chancers.All of them will generally bend over backwards for a pleasant person in genuine need.
Do NOT get snitty with Durham though. From tracking postal applications, it seems they're either done in seconds....or they take WEEKS....no middle ground. I suspect they have a large radiator down the back of which applications can be caused to reside for some time.
I heard tell of a guy who phoned up, wanting the impossible....he'd posted his application, mid summer, needing it back in about 5 days....he'd been told that there was no bloody way unless he came in to an office......but here he was on the phone saying "I sent this 5 days ago, and never got it back and you're all %&*(*U%&%'s and I've lost my £STUPID holiday". He literally called everyone who spoke to him the MOST impressive names.....the NI ones were "terrorist bastards", the Canadian supervisor was "an american bitch", and the centre manager (who at the time was a nice Bristolian lady) was a "Yokel Cunt" or somesuch. Eventually he was transfered through to whichever office had his form. About 20mins later, the manager's phone rings..."This is $OFFICE....did you put $TWAT through to us?" ULP! thinks she....they're not happy with us for passing him on....."did he speak to your staff like he did to ours?" There was an exchange of reports on who he had called what. "Well, just to let you know....you've got our authority to block his number, and that in about a week the application form scanner will destroy his form and will be writing to him to request a new one". 
They're good people most of them.
But be nice.
You WOULD be better off with an appointment, or at least, lemme know when you're heading in and I'll see how it's looking....obviously if they're booked solid they day you pitch up, sans appointment, they WILL just tell you to fuck off.
