if one were to burn a DVD onto a DVD-R, would that DVD-R only be playble in the same region as the original DVD, or are DVD-Rs interchangeable from region to region?

I always thought that was the case, but I was told that if you copy a DVD that has a coding file embedded in it, then you need a multi-region player or some kind of decoder. Obviously not for live gigs and unreleased stuff that people here copy...
Depends what software you use to rip the original DVD as to whether the coding file remains or gets "lost"...

I know what you mean, i'm trying to make a New Order compilation dvd but nero keeps saving tracks in blocks of 31 (ish) seconds and even after i've merged chapters it still won't play continuously.
hmmm, now i'm thoroughly confused! much like my experience with torrent. never mind, i'll find out the old-fashioned way: trial and error. 
Most of the DVDs that i burn i use DVD Shrink, and one of it's options is to choose the region that you want. By defect it burns in Region 0, or region free. I've tried that with a Moby DVD that was region 1, and the copy played normally in a region 2 DVD. So i think there's no problem...
or look for dvd decryptor and you will need an-dvd running too to remove anyother copy protection
