For some reason this isn't listed in the live concert archives.
Here's their setlist (9 of the 10 songs, anyways).

A Certain Ratio was the opening band.
The capacity of the Akron Agora, located about 45 miles southeast of Cleveland, was around 900-1,000. Sold out, of course.
Was the 5th song This Time of Night or As It Is When It Was? We think the 7th was Weirdo, but without a recording it is difficult to confirm. Maybe one day.

I'm fairly certain song 5 was "This time of night". "As it is when it was" is one of my favorite New Order tracks and I would have definately recognized it.
Song 7 could very well have been "Weirdo". All I can recall is that it was something new from the Lowlife album and that I wasn't certain of the title.

The 10th and 20th anniversary issues of AP have him ragging on New Order's 20 minute/no encore concert that night. Despite the fact it's pretty tough to perform 10 songs in 20 minutes (unless you are The Ramones).
The review I had of this concert said that the 5th track featured the words "this time of night" but that it wasn't the song of that name, and that it wasn't off Low Life. The 7th track was also said to be an unidentified one that wasn't off any of the albums.
Seeing as nobody would have heard As It Is in the States at that stage, unless they had been at the Toronto or New York shows, it's a reasonable call for that one. As for the other, it was either Weirdo or State of the Nation, and the latter is fairly memorable for its sequencer line.
Wish there was a recording we could get our hands on!
