Just listen to Let's Go !! Catchy bassline, Am and C from Barney, tight drums propelling the song forward, some string synths from GG at the end. All you ever need in 3 minutes of perfection. And no lyrics to spoil it, at least in the live and Salvation versions !
a dollop of sumner, a dash of hook, some fresh morris, served with a bit of gilbert on the side.

Barney's lyrics (for better or worse, or much much worse), Hooky going mad on the bass/drum pads, Stephen pushing keys behind his drumset or playing actual drums like he's an LAPD cop beating up a suspect (ZING!), and Gillian attempting to play the right notes.

They need steady fast drums, or slow melodic drums. A steady bassline for Hooky to play over, possibly a synth bassline. Electric guitar. Guess that's about it. Maybe some strings.
All the instruments working together like in Perfect Kiss. Prominent Hooky Bass, rasping guitars and layered keyboard and trademark drums.
Bass, drums, synth, melodies, lyrics that can be meaningful; I like the ones best where he's talking to his girlfriend, ie you took my time and you took my money etc. That's about it.
I think the essential NewOrder song has to have a lively intro, like "perfect Kiss" and have an awesome ending like "Dream Attack".
I also like it when Barney uses more of his voice to sing, rather than just mouthing the words.
