I'd put 2$ on Confusion though... Blue Monday and Confusion are of course the most remixed New Order tracks and released in the same era...
But it's probably Blue Monday...
Since you're counting unofficial remixes, Crystal wins... Even if you exclude most shitty remixes on that Acid contest, there are many good remixes at least to count more than any other NO track.

The interesting thing is, prior to '95 (and the release of BM-95), BM had surprisingly few remixes - considering it being such a big club-hit (BM93 + 7" + The Beach, BM88 12" + 7" + Dub + Beach Buggy, Razormaid, DMC). Heck, prior to '95, even RIAD might have had more remixes (though people argue the definition of those remixes...)
True Faith had a nice upswing in the number-of-remixes-department in 2001. And Confusion, for some reason, has always been at the top. But as Røbertão said, Crystal wins. No contest.
