I've just come accross this track called "The Happy One". It's quite short (2:55) and it's an instrumental. Sounds a bit strange but i'm sure you can hear Hooky's bass. I'm guessing it could be a b-side. Perhaps you guys know, is this a New Order track!?

Yes.
It's a left-over from Technique, it is used on Substance 89 (video) in between songs...
And Hooky also played it live (which is available in the multimedia section of this site)
Also, don't hesitate to visit the Song Browser...
The 2:55 version is the six "Intermede Musical" parts from THE PALATINE LANE SAMPLER cut and pasted together (not very well, as you can hear the joins) to sound like a complete song.
There is a 2:48 version, of unknown origin, that is either the real thing or a much better mix.
