From the FAQ, Bernard Dicken. Sumner is his mother's maiden name. Sometimes he's credited as Bernad Albrecht, because it was the manufacturer of a copying machine he used when he worked at Cosgrove Hall Animation!

When I walk to the place I'm working, I'll pass a sanitary and plumbing shop which is called "Albrecht". I always have a broad smile on my face then...

As a matter of fact, in 1988 Barney was already using the "Sumner" moniker...
We used to think he got rid of Dicken, purely Cos Hooky would probably write a D on the end of it at any passing opportunity.
Praps Bernard just didn't like the sound 'Dicken'. Not a flattering second name is it, so it's understandable. And Albrecht gives a rather strong hard impression. Sumner is best, sounds light and friendly, and Bernard Sumner, well, it just goes. This is also his mum's first surname I believe.
