Barney's Guitars or Hooky's Bass ?

Barney's guitar work can be brilliant (especially obvious in tracks such as Love Vigilantes), but Hooky's bass is the heart & soul, as it were, of NO's sound.
The guitar dominated Brotherhood and partially dominated Technique serve to demonstrate the varied guitar playing of Bernard. Live, he is pretty lazy. NO without guitar usually isn't as good. And look at some of the biggest New Order songs-Ceremony, Temptation, Love Vigilantes, Regret-they all have key guitar riffs.
Hooky's great bass playing is further enhanced because NO songs usually treat the bass as a lead guitar. Drum lines are also treated as a riff-'She's Lost Control', way back in the Joy Division days, is exemplary.

Agreed! One of the things that makes NO so great is that they're one of very few bands whose sum total of talent and sound can't be atrributed soley to a single person in the group.
Being a fan of the bass in general I'd have to say Hooky. He puts so much of his personality into it you'd never mistake him for anyone else! Mark of a great musician.
Though I agree that NO are one of those bands where all the members are equally important. No lawnmower parts here folks!
