as far as I can tell it says its top (9/10 is french for really rather good)but what is it saying about sub-culture? that the single is different from the album version?

There is a review of Item & Singles and it's printed on the front page of one of the biggest portal in Quebec.
It's on the top right, you can see it.
I would never expect this to happen here. It probably won't be there for long.

"New Order, who had been left for dead several years ago, now look more alive than ever. The proof: their two last albums - Get Ready and Waiting For the Siren’s Call - and now two long-awaited additions.
First off, a two-DVD box called Item that contains, on the first DVD (entitled A Collection) all the videos from the group’s career, including alternative versions of certain videos that have rarely been seen on Television, not least of all because New Order receive even less airtime in North America than they do in Europe.
Also included is an extract from a 1981 concert as well as two clips made recently for two older pieces - Ceremony and Temptation - and a web link to a site that enables you to watch the clips in whatever order you please.
Even so, it’s the second DVD that is the most interesting in my opinion: the re-release of the documentary New Order Story (for the first time on DVD), first shown in 1994.
The beauty of this documentary, whether you’re a fan or not, it that it’s extremely funny and captivating: it works like a film. What’s more, the DVD version includes has been expanded with an additional 20 minutes of material.
The other release is a two-CD compilation of the group’s British singles called Singles. Your initial reaction might be to think “Oh, yet another release compiling New Order’s successful moments“ along the lines of Substance or International - and, indeed, that’s the case. But Singles reveals itself to be very interesting all the same since it compiles the original radio versions (albeit slightly truncated in some cases) of the band’s UK singles.
This approach means that the compilation includes, on the one hand, songs that only appeared as singles, stuff that most record buyers won’t have in their collections: 1990 World Cup theme World In Motion, for example; Run 2, a version of the song from the Technique album; and Blue Monday 1988.
On the other hand, it should be noted that no New Order single prior to Sub-Culture (culled from Low Life) has appeared on any of the group’s studio albums and, for the most of the following releases, the single version differs from the album version.
In short, this compilation renders all previous compilations irrelevant, in my opinion, with the exception of Retro, but that was for New Order addicts only.
