When and where were the '94 versions that are on best of recorded/produced? Given that Barney always says they didn't speak to each other after Reading I always presumed they were done as part of the Republic sessions - were they?

Arther Baker & Barney worked on the best of & rest of. Everybody else collected their royalty checks.
Barney just added vocals to Lets go, True faith 94 & 1963-95. And added guitar to 1963-95 and maybe lets go. And Arthur Baker did some mixing and editing. So when you think about the bass on lets go and knowing Hooky wasn't there, Arthur did some great editing with the original soundtrack. The only reason Barney even did Lets go, was because Arthur asked if they could finish it. Kinda funny because Barney was mad at Arther at the time and Arther said he could tell because of the lyics Barney wrote for Lets go.
If I'm correct the only reason they made Best of and rest of was because they were under contract to provide 3 cd's for London and Repubic was only 1.
Added vocals to true Faith? 
Actually, I don't hear any difference between TF 94 and TF 87 (except that the 94 version was probably remastered).
What astonishes me more is the echo on the word "knife" in the "Best of" version of Thieves Like Us. If you liten to it carefully, you'll hear "and it cuts your life like a broken knife-knife". This echo doesn't exist on any other version of Thieves Like Us. Yet, the "Best of" version isn't credited as a 94 version but simply as if it were the original one. Any explanation about this?
I just remember when they made the 2000 True faith remixes they said they used the '94 vocals for true faith. But yea sounds the same to me.
True Faith-94 is identical to the 1987 version except producer Stephen Hague was brought back in to 'clean' up the sound. The main differences are there's much less reverb and the drum track is clearer. No new vocals were ever recorded, it's just the 1987 version polished.
Hague did a similar job on Bizarre Love Triangle-94 (originally mixed for the "Married To The Mob" OST in 1988) and Round & round-94 (originally the 7" version from the 1989 R&r single) updating two very 80s sounding tracks for the 90s. Arthur Baker's 95 mix of 1963 was again sourced from the 87 original but the new acoustic riff was added.
From what we know, the only contribution New Order, or more precisely "a" member of New Order, made to (the best of) 94-95 period was Barney re-recording Let's Go with Arthur Baker after he'd discovered the 'lost' track on holiday. The rest of the band had nothing to do with it. The new Let's Go had extensive new guitar work and showed up as a b-side to the Nineteen63 boxset CD single in the UK and the lead track on the US version of (the best of).
Oh, and Barney also recorded a new vocal for Blue Monday sometime in 94/95 which was featured on the Blue Monday-95 remix single promoting (the rest of) album :)
