I notice you did not include 2005 in you poll.
for mine it would have to be 1987. i saw them for the first time then, and i was mightily impressed by the power of the music.
2002 is pretty good too, well i got to see them twice.

All the Low-Life songs were forged during that year. Setlists varied greatly. No fear of improvization.
1982 because of the fact that they had all the Movement songs recreated live as they wanted and played some blinding new songs from the following years release. Great mini tour of Benelux and Italy.

1993, because it was the first time I saw them. Everything was gelling together, even though they were falling apart. I think that sense of utter disrepair and conflict is why it made it the best tour of theirs for me. If I'd been to more tours previously, my preception would definitely be changed on this one.
First time's the best time, I guess. Like a drug. 
I voted for 1994. A wonderful year for New Order. The band was in great mood and they were really enjoying themselves at that time. Loads of New Order gigs in 1994, like their first Mongolian tour (57 dates opening for Toto, joining them on stage on several occasions), the 18 free concerts for the elderly in rural communities in Honduras and the Dharamsala gig, attended only by the Dalai Lama. 
1984 -1985. Didn't attend any of those gigs but have a few boots.That is my favourite NO era anyway ,regardless of tours.

As for best gig year. 87 for me, I started collecting bootleg casettes back in 89/90 and most of the best gigs for me were in 87, Woolwich Coronet, Finsbury, Sheffield, Wembley and so on. We also had Sister Ray and the odd Ostrich appearing. Plus this was the year Barney found his singing voice. 82/3 were great as well for the rough raw sound and constant battles with the equipment :D but 87 with it's blend of Sarcasm, PCL, LL, Brotherhood & Singles tips it fer me.
There's two questions here, surely?! Which is the best tour?! But then we're asked directly, "At what point did the fuckers MAKE IT?".
In answer to the latter, I've gone for 1987. New Order at their Zenith. Huge gigs, but still low-key (does that make sense?). True Faith, Substance, split rumours, hooligans-a-go-go.
As for 'tour' when's the last time the fcukers ever toured?! Even the US'05 couldn't be regarded as a tour 'proper', could it?!

yeh you're right Al. I wasnt quite on this planet when I started it. It was meant to be 'best year for live gigs'.
What a vestI voted for 1995. 3 hour sets. They played Movement, PC&L and Low-Life back to back at Berlin's Metropol, encores lasting 40 minutes, playing Beatle's chunes, their own cartoon. it was ace!
Since it's not considered kosher to bring a fetus to gigs, i'm judging this off booties alone.
1985: The Manhattan, Leuven It even had video footage, good video footage. Felt Forum, NYC Includes the best version of SOTN ever in its ideal format: the extended live jam. However, 1987's Irvine Meadows and Woolwich gigs are both awesome as well. The setlists just don't grab me as much as the '85 ones though, they played fuggin' Let's Go live, Let's Go.
As far as I can tell they have only ever toured the states. Im going for 87 as well some cracking gigs and a tour of the states with the Bunnymen (best not mention gene loves jezebel) which I would have loved to have seen. I don't think the accepted definition of tour really applies to them somehow.
