Definitely Joy Division and early NO stuff had some "gothic elements" to it. I don't even know what to call "goth" these days, "Marilyn Manson"? What a joke.
No, Barney's voice does not lend itself to be Goth- I guess it's not deep enough; although some songs off Movement could be categorized as Goth. Ian Curtis/JD: yes, definitely Goth.
Not quite-more melancholy than flat out dark
now JD? they def can be considered a starting point for Goth in music in the darkness of the lyrics and subject matter to Ian's deep voice and tortured singing style.
at my former record store a co-worker asked why I played NO but hardly JD
I said "It would be better for cutomers to be melancholy than slitting their wrists"
NO are absolutely, positively not goth. JD may have partly inspired goth, but they were not goth themselves. They are simply two non-goth bands which were embraced by goth culture.
To put it another way, Tarzan was raised by apes but that didn't make him an ape.
Not considered goth at all. JD had elements, and a lot of people mistake it for early goth, but no. Not nearly close.
This said, I know a lot of goths who like/are into both bands heavily.
JD live is often fierce and fast. More punk than goth; goth is more the Banshees' style. In A Lonely Place is the closest to a gothic sounding track, then Decades. I don't mean rock goth, just gothic in the austerity of the composition and atmosphere of the recording.
Like others have said, I don't think anything outside of a few things on Movement is goth...
Don't think they're Goth at all. Never had done, never will.
But, I think you get the Goth element abroad sometimes. Italy noticeably last year, where the kids seemed to know the JD numbers, but stuff like Temptation was lost on them. But that's just too much exposure to the myth, and not the reality. Hopefully they went home after whooping and pondering where to buy some big shorts and Adidas trainers.

Joy Division were an original of the species, one of the few bands to forge a completly new sound.
Goth is the name given to the copyists that followed in their wake.

You could say Barney is the original chav. Does anyone know if he ever got into trouble for his comments between songs at gigs? Some of which has been pretty nasty its got to be said.
What is goth? I think most 'goth' bands could be just as easily classified under some other 'banner' - some of NO's output and definitely a lot of JD's has 'gothic' elements - dark, sad, 'stately', a little spooky perhaps - but that's just part of the story...

Thought it was fairly moderate question myself. Surely further debate was being encouraged through the use of an open question rather than abuse followed by a statement/instruction?
I've never thought of NO as goth, they could almost be the anti-goth. JD, maybe possibly. But they were more of an influential band than being goth themselves, the style's different.

New Order are not GOTH.
I used to like Goth, Sisters, Mission et all.(I even went to see Fields of the Nephilim once in London whic was pretty awesome at the time.)
But New Order are not GOTH. How could anyone think they were? Totally different sound and there appears to be no dress code with moshing down the front at NO gigs.

Not goth. Though they are both bands that the "goth" culture has adopted as their own. I hear them at the bar all the time, even when I don't request 'em ;) haha

those two did not go down well neither did Alien Sex Fiend and there always called goth (my person opion is they were some bizaare mix of electro and rockabilly)

And I like both versions of Transmission 
well...studies do show that goths have a higher suicide rate than other teenagers, and ian did commit suicide.
