its the opening chords to Warsaw, looped, at a slightly slower bpm. judging from the electronic swoosh that comes in at the end of the clip, this is taken from some song created by someone with a bit from warsaw used as a sample.

Is it Warsaw. Has the crunchiness of the Preston February 1980 recording. But is it the MEN Arena Missing Link from the January 2006 Show. The recording is so Clean though. Last tunes being Warsaw, Love Will Tear Us Apart, Ceremony.

Got a little 31G, a little spacey 'Saville Soundtrack' feel to it... I dare to say it's an old track - that synthy bit sounds a little too neat and clean for anything back in time.
Yeah, this recording is peculiarly neat and clean.
