For my bands debut EP I Would like to cover a joy divsion song to open it, and the same song to finish it as a reprise...

...anyone know what the guys thoughts are regarding this and who i may need to contact to get the relevent permission for this?

Either Zomba or BeMusic, I believe.

If it's a cover then no-one. When you manufacture a CD though you will be liable for MCPS royalties (mechanical royalties).
