He's awesome. Always does the most entertaining interviews. Check out his interview with Blur if you want a good laugh.
Yeah, he is extremely annoying, but that's his schtick.
It makes for entertaining interviews because he's also incredibly informed and enthusiastic about the artists at the same time, so they just don't know what to make of him, and it sometimes makes for hilarious viewing.
I'd prefer him to the poorly prepared half-assed journalists asking the same boring questions anyday.

You just have to watch/listen to some of his interviews to understand him.
He's not an ass-licker, he's not a sarcastic know it all - he genuinely enthusiastic and sincere about his appreciation for the people he's interviewing and he researches so he know absolutely every little thing about them. Combined with his bizarre clown persona it's an unbeatable combination - it just works.
There's no other interviewer I've ever seen that even comes close for sheer entertainment value.

though the guy is annoying as hell, I'll give it to him that he was able to get interesting answers from Marr... most interveiws bore the crap out of me, but I wanted to hear what Marr would say in this one (wouldn't mind it if they dubbed out the interviewer though)...

False dichotomy - see Tim's interview of Hooky for a good example that's neither irritating nor ass-licking.
