There are people here with more details but it was a RADIO STATION advertising theme that was being played at the time they spent in NEW YORK with MR BAKER in the early 80's at the time the original track was done.Check out the video from the ORIGINAL.I am sure that THIS is the reason cos it has been asked before recently and i too had always been intrigued.Best bet is FOUR FORTY FIVE and BENNY cos they know the FAC(T)s.:D

On Confusion, what is WRL?
WWWRL is the callsign of a New York City radio station. It was also one of several Wigan Rugby League chants.
WWRL is a soul music/funk fusion station in NYC. the sample is from an advert when they scratched it, adding an extra 'w'.
The same sample is used on a song (I think it is Four Play) on the album 'A blow for me, a toot for you' by Fred Wesley and the Horney Horns. This album was released in 1977, so it may be the album NO nicked it from.
