What would I need exactly if I wanted to re-create Blue Monday?

I know this might sound like a silly question--but what equipment would I need to re-create the Blue Monday song on the Substance CD?

Could I re-create it with a simple proffesional ($3000) synth (and obviously hours of work and learning the synth before getting it)?

Basically I just want to know exactly what NO used to make it, and if I could be able to make NO type of music with equipment today--and if so which equipment and for how much money?

Honestly though I wanted to play around with the idea of making some techno songs on a synth.

But because I don't have $3000 I was wondering if I could still make a proffesional sounding song with a cheap keyboard hooked up through a soundcard/midi into my computer in which I can then edit tracks etc....I thought perhaps maybe Cakewalk or some other programs could do the trick, but Im not familiar with any computer programs that would be good.

How would you go about getting Hooky's real bass sounds if you are only using a synth and a computer?

ive found that i've been able to get something resembling Hooky's bass sound using a bass, computer and Steinberg Cubase. using and tweaking the chorus VST plug in enhances it even further
