Sample in "Spooky"

Hi, What the heck is that sample in the Republic version of "Spooky" saying? It sounds a lot like "Base Mulchanic Nyurrrrrr", or something along the lines of that...

Whatever it is, it's the funniest sample that I've ever heard.

I used to know this - memories not what it used to be. The voice says 'Bass Mechanic', and it's from an old eighties hip-hop or electro single... Damn, can't remeber for the life of me by whom.
