Yes, because if it expired (should be 20 mins), if you click on Submit when posting a message, it'll be lost!
I've seen that message at odd times, sometimes when I was pausing to think about what to write in the reply window, and also it's appeared when I wasn't taking my time with a reply.

It *SHOULD* appear only when you didn't send a request to the server in 20 mins.
Typing isn't one... clicking buttons is usually one.
