to name a very small amount of the bigger ones:
-Radiohead -The Cure -Nine Inch Nails (shudder) -The Stone Roses

This is a toughie, for while there's a nice list of acts directly or indirectly inspired by JD, NO has quite an influence in a more subtle way. I would think it safe to say they are gods in the eyes of most electronic acts. As for which has the MOST influnce....

i totally agree with you on New Order. simply their style, their combination of rock and dance music, has been incredibly influential. and their choice of producers has been influential, as well.
i was recently considering a poll on how much of an influence NO played on the entire "electro-clash" genre. NO is a rocking-electronic band, and some of the electro-clash outfits use some slingy, hooky-ish guitar... it may not be every band in the genre, but there are some. i think NO played a big role in setting the tone for this genre.
JD at least is what everybody says. i think they have a wider group of reference. on the other hand you´ll find NO influences on electronic/dance artists mostly.
Love them both, and everyone says Joy Division, but I say New Order. Ok, I'm a little biased because New Order have created a magic and beauty in my life that no other band has, but I'm allowed to be.
JD I think. NO is know by a greater number of people, but won't exist without JD. The influence of JD is indirect but more wide spread, influence of NO direct.
Yeh JD I guess because they were so groundbreaking, in the short 3 years they were around they managed to turn rock music on it's head and inside out. Their influence spawned phenomenon such as goth and darkwave. It literally took me ten years to get fully into JD because they were so ahead of their time, the first time I heard them they were just too dark and overpowering for me. I took the easy route and started off with NO Substance 1987 and eventually grew to appreciate JD a few years after that. Although I actually prefer listening to NO because of it's uplifting nature I believe that JD had a greater influence on the music world.
Love will still tear us apart...

"There is no question about it"!JD for me, because has been more influential in which refers about rock Music and it has been reflected in important bands like Bauhaus, Smashing pumpkins, Interpol, NIN, The Cure, Arcade Fire, She Wants Revange, Franz Ferdinand, The Doves,Jane’s Addiction….
However, ….New Order has contributed too much to the evoluciòn of electronic and dance music and has inspired to other bands like 808 state, The Beloved, Moby, Block Party,Chemical Brothers, The Killers, Primal Scream, Underworld,The Embassy, The Postal Service , The Brevery and Dj’s around the world

To close to call, but I have to go to New Order. JD was a band influenced by the Sex Pistols, the Stranglers, etc., while NO experimented with a new form of electronic music.

would have to go with NEW ORDER.
JOY DIVISION has limited "INFLUENTIAL" tunes where as NEW ORDER, limitless!
