Heard about this ages ago; apparently it's an art piece. I think it's trying to say that individuals can make a difference to the world with one small gesture, even if they don't feel as though they can. That's what I heard, anyway.

that's a difference of only 3.3m people, had the 'voting doesn't matter' people got off their asses and went to the poll then who knows how history would've been different.
