Never having been there couldn't comment, but having been to most of the rest of the former Yugoslavia, I imagine all the above are true and it's pretty minty...

Well, I HAVE been to Serbia, so...
Cheap drinks (even though some establishments charged we Americans TWICE the going rate, it still came out cheap. Come to think of it, everything was cheap EXCEPT the rooms. 
Cheesy Burek, Yogurt, and other Serb foods I had never had before. 
Astoundingly beautiful women under 30. Then they turn into their mums. 
Friendly, gracious people everywhere (except for the handful who, understandably, wanted to thump a couple of Americans for bombing their country 4 years prior).
No American culture overrunning the place (listen up, Serbs-- keep it that way. It makes Serbia a unique place to visit. Don't get overrun by us like the rest of the world).
The uniquely Serb architecture, history, culture. Serbia had a VERY East European feel to it. The cyrillic script was ace, too.
The folk music, despite the fact that every Serb I know HATES the folk music. It added to the feel that I wasn't visiting America lite.
The remnants of socialism: the vast, soulless concrete apartment blocks and pollution from the two-cycle automobile engines. Over here, I'd be appalled. There, it was an authentic East European experience.
I can't wait to go back. 
BTW, Cheesy Burek, it's just Serbia now, according to Montenegro.

Based on a very brief visit last year, to name a few of the good things
Maya - 
The language - possible the coolest slavic language. I hope to learn it at a basic level before my next visit whenever that will be. My dictionary is Serbocroatian so I don't really have a clue what's the difference between Serbian, Croatian, Macedonian, Montenegrian etc.
The friendly people. Pretty much everyone I met were nice and friendly, e.g. got served free drinks at a bar just because I knew Maya
The parks (just like Johnny said) - the one at the Kalemegdan fortress and the other one by the lake.
The folk music - yes I really do like that music, Joksimovic etc..
The train station on the other hand was was fecking filthy. The tourist information was closed. None of the kiosks sold any maps, they only seemed to stack porn mags. Oh and the trains don't leave on time either, but who cares - who would really want to leave lovely Beograd in haste anyway?

The strangest thing I've seen for a while was some postcards with photos of burning buildings and the caption "Belgrade By Night". Another example showed a few different scenes of destruction and a photo of a burning US flag. There are quite a few buildings with their guts hanging out - one cabbie became quite animated as we drove past one: shouting the word NATO and spitting a huge ball of phlegm onto his hand and them wiping it onto his face when we mentioned it.
Saying that, we didn't experience ANY unfriendliness - by far the nicest people in any city I can think of. Even the angry taxi driver was friendly to us (well, he took us to the wrong place, but that was because he couldn't understand us).

I watched that BBC thing, The Death of Yugoslavia, and it scared me SHITLESS. cos NI could so easily fall into the same crap, in fact if we weren't all perpetually too wankerd to care, it probably would :D
I have a coupla pics somewhere showing one of slobbas rallies in belgrade and one of that gabshite paisley's riots in belfast. You can look from one to the other all day and see no differences.
EDIT: same friendliness here in general too, we're lovely to everyone except our own :D Liam somehow had an awful time, but well, are you surprised by that?
