It's mostly a city/Philadelphia thing. I'm 22 and still don't have a permit. A lot of people my age don't have them, either. Also, it's not just the test; it's the fact that in several Philly neighborhoods insurance is very high. My parents wouldn't let me touch their car and when I was in high school they told me I could learn to drive as soon as I could afford insurance and driving lessons. I'll probably be 30 by the time I get behind the wheel. But living there, I never needed a car because a bus terminal and a train station were at the bottom of my street.

PA already has that in the driver's manual i don't know what we'll be tested on.. I assume everything. PA is really harsh for the environmental stuff

Wow.. I would have like, looked something up if it was a debate.. I just know PA over other states around here makes you get yearly inspections and emissions tests.. harsh isn't the right word.. strict is better. because it's a good thing..

I know some other states only make you get inspections every 3-5 years which is INSANE and not safe.

i learned to drive (at 17) on a manual. i wouldn't dare drive one now as i'd kill someone. i feel much more comfortable in an automatic even though it takes longer to shift gears. i just don't want to think about shifting and having to deal with the clutch.

ultimately, i'd rather live in a city where i oould get rid of my car. cars tie you down even though they give you more freedom at times. if we just had better public transport in most american cities....
