It's mostly a city/Philadelphia thing. I'm 22 and still don't have a permit. A lot of people my age don't have them, either. Also, it's not just the test; it's the fact that in several Philly neighborhoods insurance is very high. My parents wouldn't let me touch their car and when I was in high school they told me I could learn to drive as soon as I could afford insurance and driving lessons. I'll probably be 30 by the time I get behind the wheel. But living there, I never needed a car because a bus terminal and a train station were at the bottom of my street.
