Doc, there is good reason for this, not necessarily a racist reason to set up the EOO as minorities, but it is: that a minority is more than likely report an instance of a violation if the EOO is minority as well. Notsure if I agree with this thought 100%, but it is understandable.
In NI you usually find the droids are of the opposite sort to those around them (in Bangor, where even the rivers are orange, every equal ops monitoring, and most HR types are of the green persuasion, in green bits, a hun gets the job).
