Who/ What is this late underground 80s dance song? Artist? Title?

Cool hard pre-house beats. It has kinda rough industrial (European?) type male vocals. One mix (at least) has a sample of the old song "New York, New York" at the end.

Vocals go sorta like ..."New York New York New York... city of the (???), city of blah blah(???)..." something like that.
