I've heard this work before......I saw it used on a new forum webpage ............FACEMUCK.
Interestingly, here there's a type of noodle dish made with buckwheat noodles (soba) called 'bukkake soba'.
The difference between the regular soba noodles and that is, you pour the soup on the noodles right before you eat it, as opposed to the soup and the noodles being already in the bowl.

I'm not a linguistics expert, but the verb, 'bukkakeru' means to pour over.
Hence, you'd pour the soup over the noodles, so the noodle dish is called 'bukkake soba'.
As for the other meaning....you pour it over someone's face, hence the usage of the term.
