Is it true that the Chinese authorities invoice the family for the cost of the bullet?

Even when they arent deliberately poisoning babies, hygiene in China is appalling. For a start the air is severely contaminated even before the food has been handled. Then theres the constant horking up of phlegm, communal toilets and general indifference to rules which all make the PRC much dirtier even than India.
Not suprising... hopefully it causes China to put some involvement into thier quality of products
