You can access it easy enough to see what tracks are available (choose your country in the bottom of the iTunes window), but you can't purchase anything unless you have a bank card/credit card with a US mailing address.

A friend in London set up an iTunes UK account for me using his credit card, and I just PayPal him the money when I purchase something.

You might find that a US based proxy will come in handy too. Dunno about itunes like, but because of US cryptography laws, there are certain sites and functions within sites that will not work outside the USA.

You could always have a vacation home in West Virginia and download while you visit

if you can't buy and they don't want your money might as well sample free

if you want videos, you can download any video from youtube to your iPod with free program from http://www.dvdvideosoft.com/ ... way too easy, except that you will run out of room.

It has nothing to do with the IP address, it has to do with the physical address for the billing credit card.

If I want to save a video from Youtube just on my computer (not iPod or Mac), would that work too?

Yes, you turn them into mpeg-4 movie files which will play on a Windows computer. Videos which do not allow embedding have to have the name of the file changed to copy.

Download VLC player... it plays anything and doesn't need any conversions.

All I did was purchase a US itunes card from eBay,they just sent me the code, register on the US itunes from within iTunes, and just picked a random hotel address on I-Drive in Florida. With regards card details, I redeemed the $25 iTunes card and it accepted it. I still use it now, all done from the UK.
