it seems Recife is the problem, not the entire country. see, i´ve been to Brazil lots of times and sent mail to and from Brazil. i NEVER had any problems. i even sent money (Arg to Bra, mind!). sure i mailed São Paulo, Rio, Porto Alegre but also small cities, a lot smaller than Recife.
but as i never mailed anything to Recife my thought is there must be something wrong there with the local post office. they work slow (as in Arg) but the stuff gets there on a reasonable period of time. have in mind that Brazil is a large country and that the internal post circulation must be hell of complex.

I never had problems with the mail. You have a lot of ways to send and receive stuff here. As fast and secure as you pay more. If you pay more, things go faster and better. Despite of being a public service, it's not sustained by the governament. It's a "public company", but it's still a company and not the governament acting directly. Don't hope to receive your orders in a fast and secure way paying just a few cents. It's the capitalist system, baby...
