'Amaze 2'-is this New Order??

Trying to find out if this 12'is a New Order track.It is a white label,the only info is on one side,it says,' Test pressing',catalogue number is Amaze 2,it has the date stamped-20 may 1985.It also says,'Approval required before bulk run can be made'In the run off grooves it says 'Fac Fuck'on both sides.The tune itself seems to be a rough version of Blue Monday,2 different versions,with dialogue about the 'Soviet Union''which sounds like Ronald Regan?????????? Can anyone help?
