There are a few songs that I would classify as unNewOrder (a lot of Get Ready) but not necessarily ear-bleedingly bad. I do tend to skip over State of the Nation when I'm listening to Substance though. Not sure if I've even heard it all the way through! 
hehe New Order have done some pretty bad tracks as well as good, State of the Nation is one of the them songs I avoid on my Substance 1987 LP too.
I also avoid some of the tunes on Power Corruption and Lies, although their are some good stuff on it notable Leave Me Alone.
Some of Joy Division's stuff was pretty awful as well.
Sub-Culture 12" version is funny and absurd! maybe a misguided pseudo-pop experiment but at least they were still experimenting then

OK, definitely not single material, but a good album track effort nonetheless that obviously attempted to reflect the collapse of Factory. The funky beat at the beginning, and the synths sound pretty mournful and orchestrated. I'm curious to know what makes it "ultra-cack" to your ears. Is it Barney's vocals? The spoken verses might not be everyone's cup of tea, but overall I thought it was an interesting "breakbeat" track for it's time I.e. 1993. Plus Hooky's bass solo at 1:57 is really beautiful, one of the few times he actually got his bass out on that LP. I mean, at least they were trying something new and resisting the urge to record numerous Regret clones, good on them I say.
Republic is my favourite NO LP and I'm not ashamed to admit that
it seems to get alot of bad press and I genuinely can't fathom as to why. Great production, great songs (Regret, RIAD, Everyone Everywhere, Special, Avalanche), and it is the only NO album to spawn genuinely good single remixes (Reunited in a day, Perfecto World, Fire Island Regret) definitely the sound of a band at their peak, but sadly self-destructing at the same time. Also, New Order working and co-writing with Steven Hauge produced the best version (7") of Round & Round, True Faith, 1963, Regret, Republic itself.. I can't think of any ther NO producer which has helped the band create such classic songs, can you?
Luckily the band didn't totally self destruct, they would in time be resurrected (minus Gillian) for, um, Get Ready.
As for the worst of New Order, there are a few songs... Confusion is always up there; just never liked it, and it has aged horribly (It had aged horribly 10 years ago). I've never understood why it has been revisited so many times in remixes (although the Koma & Bones version is quite good) blergh, I only saw the worth of Arthur Baker when he co-produced Twisted Tenderness and helped Barney rework the Let's Go demo into a great pop song.
I'm sure there are more I dislike
but will have to get back to you on that lol... I may have forgotten them because I don't listen to them by default! :)

We did a poll about that, in fact several... and Shame of Nation won hands down, as State too.
I like the song Subculture, but what is it that makes the 12" so bad? I don't think I've heard it.
Hook's bassline makes State of the Nation worth listening to IMO. I used to love Confusion, but I find that difficult to listen to these days.

Well, 12" is what you have on Substance..
Since it's the first version I heard, I did enjoy it, but now I prefer the "Berlin Mix" aka Razormaid Mix #1...
If that's the case, then some of you guys have issues. I love the way TPK ends and then the sequenced drums for Subculture kick in on Substance. The only thing I don't like is how it sounds like a broken record towards the end.
Which version of subculture is it where there is some funky singing going on towards the end. I think its Gillian that sings the chorus alone on it as well as someone who doesn't sound a bit like Bernard.
Subculture 12" - yuk - even Peter Saville hated it hence the lack of a sleeve!
I know a lot of people don't like Murder, but I think that's because it's so different from everything else!

Very personal this.I for one have never cared much for Love Vigilantes or 1963, and I do like Times Change. I never liked Fine Time either, but whereas everyone else is now saying that it's dated, I'm just beginning to appreciate it.

I really like the Sub-Culture/Shellshock 12"s. Nowt wrong with them,better than Primitive Notion or Rock The Shack.

i'd just like to say that state of the nation isn't THAT bad. but shame of the nation is...worst episode ever.

1963 has good music but some how the lyrics don't fit and Barnie is not suited to it, Barnie can sing, last night prooved that, I thought he was terrific singing Bizzare Love Triangle, he sang it so well I almost cried with enjoyment.
However some songs he sounds awful, 1963 is one of them.
Rock The Shack... fucking dreadful! 
Every Little Counts, just embarrassing to listen to!
In fact a few tracks on Brotherhood... and Face Up.
