Well, seeing as I've never really listened to them before, a compilation would make a nice intro. That's generally how I start to get into bands with a lengthy repertoire--even though that isn't the case for Electronic.

Probably a lack of major interest. I have one of the albums (the one with "try all you want" on it ), I got it on sale or something and I like about half of the album, the other half, ehhhhh not so much. I didn't care for Twisted Tenderness enough to buy it and I probably wouldn't even bother with a singles compilation. I'm not saying they shouldn't release it, I'm only saying that I understand why they aren't.
Probably because you can get pretty much everything Electronic have ever done that's worth listening to by getting the 3 albums! 
With the exception of some cracking B-sides that surpassed some material on Raise the Pressure that is.

But, sariously, with a band that's only produced three albums, a singles compilation isn't necessary, especially when no one, outside of a new order fan base, has heard of Electronic. Heck, I've gone into this record store that sells exculsively industrial/goth/ebm/synth pop music, and, although they had records for the smiths, new order, and pet shop boys, there were none for Electronic.
