Personally, I think that it's a tie between either Power, Corruption and Lies or Get Ready; PCL's flower and color-code combination seems to work really, really well with the music, visualizing the cross between the warmth of the guitars and drums and the cold, electronic rhythms, textures and blips. Get Ready, like its album art, is very crisp-sounding and modern.
What do you think? *points towards the computer screen*
Well I defenitely dislike the "Get Ready" sleeve - it's way too much of The Smiths' covers 
I would go for PC & L too, but on the other hand I'm not really that fond of the album itself. Actually the first New Order cover art I saw was that of Brotherhood.
Okay, that is the Technique cover. It's got acid colours. Though the "Republic" one is even more witty :) Hard to decide....
Republic: Half the cover looks stupid (the beach part), and half of the music on the album is quite bad too.
I'll go with Technique.
The cherub seems to go so well with the beats of Fine Time, Round & Round, Mr. Disco and Vanishing Point, and the singles' covers blended perfectly in the concept (I still LOVE that Beethoven... or was it Mozart ?).
Plus, it also has the best font design for any New Order release.
Agree about PCL - perfect match to musical content. Low Life is very apt too - somehow the minimalist glacial-like cover matches the music perfectly.
I would Say movement since like it all blends togeather with the type of style. they where changeing so they needed change and the cover fit it
I'd go with PC&L and Technique as well.
(somewhat unrelated, but the True Faith single cover is possibly my favorite piece of art ever.)

However, "Get Ready" and a woman undressing MIGHT be one of them :p
