The reason New Order don't appear in their videos often is because they don't like the idea of self promotion in music videos. They find promoting the band boring. Bernard has said that they prefer making music videos into a piece of art rather than focus on the band itself. It's not really understood mainstream but the club scene dig it.
This is why they had trouble with the major record labels, because the way the labels do things is all to do with the band and self promotion, and that's not the way Bernard, Peter, Steve and Gillian see it, which is a shame the record labels can't understand.
This is also why you only see glimpses of them in some of their videos (Blue Monday, Regret etc...) The record label asked them to be in it. So say the World video for instance, it was just going to be a camera going around some foreign town then into a hotel, but their record label made sure there was some kind of band involvement in there, that's why you see Hooky sitting at a table and Steve and Gillian having a photo taken.
